What is a Balancing Responsible Party (BRP)?

In the world of electricity, it’s not just about having power available “at the socket.” What truly matters is the stability, predictability, and uninterrupted operation of the entire grid. One of the key components ensuring this balance is the Balancing Responsible Party (BRP) – a market participant responsible for maintaining equilibrium between electricity generation and consumption within a designated area.

What is balancing?

Balancing refers to the ongoing process of ensuring that the amount of electricity injected into the grid matches the amount consumed by end users. Unlike many other commodities, electricity cannot be efficiently stored on a large scale – it must be produced and used simultaneously. Even small imbalances can lead to serious disturbances in grid operation, and in extreme cases, to blackouts.

Who is the BRP?

A Balancing Responsible Party is typically an energy trading company or a major market player that takes on the responsibility of balancing energy flows for a specific group of consumers, generators, or its own trading portfolio. The BRP submits load and generation forecasts (known as commercial schedules) to the Transmission System Operator (TSO) – in Poland, this is Polskie Sieci Elektroenergetyczne (PSE). Based on these forecasts, the national electricity system’s operational plan is developed.

What are the responsibilities of a BRP in practice?

A BRP is responsible for:

  1. Collecting data on planned consumption and generation from associated entities;
  2. Submitting forecasts (schedules) to the system operator for upcoming periods;
  3. Monitoring actual performance in real time and comparing it against forecasts;
  4. Covering the cost of imbalances, i.e., financial settlement of deviations between forecasted and actual values.

Why is the BRP so important?

Without BRPs, the electricity market could not function in a safe or predictable manner. It is the BRP that ensures synchronization between generation and consumption, while also correcting and financially settling any forecasting errors. The BRP assumes operational and financial responsibility for grid stability.

Summary

The Balancing Responsible Party is a critical actor in the energy market, ensuring operational and financial reliability of the system. For renewable energy producers – such as photovoltaic installation owners – selecting an appropriate BRP is a prerequisite for selling electricity and participating in the balancing market. In essence, the BRP safeguards the balance and reliability of the entire power system.
